Anyone may address the Board on any item that is within the Board’s subject-matter jurisdiction. However, the Board may not take action on any item not listed on this agenda except as authorized by Government Code section 54954.2.

With the sunset of executive Order N-29-20, and the passage of AB 361. The LPS Board of Trustees will be accepting public comment during the meeting portion designated for public comment. Members of the public who may wish to address the Board may do so by completing a public speaker’s card using the Public Comment Form on the website. This form will place speakers on a list in the order requests are received. This process allows for all members of the public who wish to address the Board to do so without worrying about a deadline to submit written comment. Under AB361, all members of the public can simply sign up to speak before and during the public comment portion of the meeting.

The Board may also adopt reasonable regulations to ensure that the intent of subdivision (a) of Government Code 54954.2 is carried out, including, but not limited to, regulations limiting the total amount of time allocated for public testimony on particular issues and for each individual speaker.

This is the opportunity for members of the public to address the Board regarding LPS’ educational policies, goals and objectives. For everyone’s benefit, we expect public comment to be delivered with civility and respect for all who are responsible for delivering our educational program and services.

RULES FOR ALL SPEAKERS

• Members of the public may address the Board via voice or phone through the Zoom Webinar platform by submitting an electronic Public Comment Speakers Card, by completing the Public Comment Form. The card may be submitted to LPS governance staff 30 minutes prior to the start of the scheduled meeting time until the official close of the public comment portion of the agenda.
• Speakers will be called based on the name submitted on the Public Comment Form and in the order in which the speaker’s request was received. Speakers must be present at the time they are called. The public comment period is currently scheduled for up to 20 minutes, but the Board may vote to extend it to facilitate more speakers.
• Each speaker will be allotted three minutes beginning with the time they are called upon to speak.  Depending on the number of people scheduled to speak, the Chair may reduce the allotted time to one minute to facilitate more public speakers.
• If the allotted time for public comment expires before your placement in the order of speakers, you may be denied the right to speak.
• Your placement on the speaker’s list does not carry over to the next meeting.

It is your obligation to understand all limitations on your rights as a speaker imposed by State law and Board Bylaws. Governance staff, before a Board meeting, can help you understand your rights and limitations. Due to time limitations and the press of business, questions regarding your rights and limitations cannot be addressed during the meeting.
